What is the CAP25?

Ireland’s Climate Action Plan 2025 (CAP25) is the third statutory update under the Climate Action and Low Carbon Development Act (2021), aligning with legal carbon budgets and sectoral emissions ceilings.

It reaffirms Ireland’s commitment to reduce greenhouse gas emissions by 51% by 2030 (relative to 2018 levels) and aims for climate neutrality by 2050.

Let’s recall that Ireland missed every target under the 20-20-20 climate goals, along with many other European countries – even though the overall target was met.

The New Plan under CAP25 emphasises high-impact sectors: electricity, transport, agriculture, industry, buildings, and public sector operations.

For example, it sets out to have 80% of electricity demand met by renewables by 2030, roll out long-duration energy storage, push for energy efficiency in homes (nearly zero-energy standards for new builds), expand charge points for EVs, reduce transport emissions, and cut agricultural emissions (especially via fertiliser use, organic farming, etc.).

However, despite these policies and measures, there are warnings that Ireland is off-track to meet some of its targets, especially for 2030.

The Environmental Protection Agency projects a possible ~23% emissions reduction by 2030 under full implementation, short of the required 51%.

So much of CAP25’s success depends on rapid, effective implementation of it’s many sectoral actions.
